Slæ̈rn Znäpt-rïppol (/znɑpt/ /rɪpˈpol/ [rice; cereal] [screw]) is a temperate Small City located in the Áärvconks Principality of the Shayeli.
The name Slæ̈rn Znäpt-rïppol is derived from the Sylvin language, as Slæ̈rn Znäpt-rïppol was founded by Tshesí, who was culturaly Gnoll.
Climate
Slæ̈rn Znäpt-rïppol has a yearly average temperature of 2°C (35°F), with its average temperature during the summer being a freezing 0°C (32°F) and its average temperature during the winter being a cold 5°C (41°F). Slæ̈rn Znäpt-rïppol receives an average of 194 cm/y (76 in/y) of precipitation, most of which comes in the form of snow during the long winter months. Slæ̈rn Znäpt-rïppol covers an area of nearly 10 km2 (4 mi2), and an average elevation of 2232 m (7322 ft) above sea level.
Overview
Slæ̈rn Znäpt-rïppol was founded durring the late 15th century in spring of the year 1367, by Tshesí. The establishment of Slæ̈rn Znäpt-rïppol was somewhat plagued by a lack of willing colonists, leading to Tshesí electing to pay people to resettle in Slæ̈rn Znäpt-rïppol.
Slæ̈rn Znäpt-rïppol was built using the conventions of Gnoll durring the late 15th century. Naturaly, all settlmentss have their own look to them, and Slæ̈rn Znäpt-rïppol is no diffrent. The city's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.
Slæ̈rn Znäpt-rïppol is buildings are arranged arrounded highly ordered system of narrow split-log ties streets which form octogonal paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The city is the proud owner of a properly designed set of renforced walls made from mighty querried stone blocks. Their construction and material choices would make a dwarf weap with joy, for each and every part of the elaborate fortifications are purly functional and robust well byond reason. Even nonexperts can tell the walls are an excelent defencive structure. The city's exceptionaly well made fortifications are visibly old, but also obviously maintained semi-regularly. No one has anything in their eyes other than fear and despair. Whatever industry once fueled Slæ̈rn Znäpt-rïppol ’s existence has dried up and the city is drifting down the stream of history as it dries up. The locals seem to have responded to their slow downfall by recreating Slæ̈rn Znäpt-rïppol as one of the strictest places imaginable. Everyone’s actions are clearly directed by laws they keep in heart and mind at all times. Orderly byond order is a phrase which the city brings to mind.

Slæ̈rn Znäpt-rïppol possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.
Slæ̈rn Znäpt-rïppol has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.
Slæ̈rn Znäpt-rïppol has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Slæ̈rn Znäpt-rïppol. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Slæ̈rn Znäpt-rïppol's parks.
Slæ̈rn Znäpt-rïppol has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Slæ̈rn Znäpt-rïppol.

Slæ̈rn Znäpt-rïppol possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Small City. Slæ̈rn Znäpt-rïppol's grid is powered by a boiler and turbine based power plant.
Slæ̈rn Znäpt-rïppol possesses an older civil lighting system consisting of street lamps. In spite of the Galvanic Grid, these lights continue to use their old fule sources to provide nighttime illumination to all city streets.
Slæ̈rn Znäpt-rïppol has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Slæ̈rn Znäpt-rïppol's natural decorations nor waterways.
Slæ̈rn Znäpt-rïppol has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Slæ̈rn Znäpt-rïppol has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Slæ̈rn Znäpt-rïppol's mayor's house was built using a different architectural style from the rest of the town. The style used is characterized by dynamic designs and complex architectural plan forms; intended to heighten feelings of motion and sensuality, and frequently based on the oval. It made extensive and extreme use of: Grandeur, Contrast, Curves and twists, Rich surface treatments, Gilded statuary, Bright colors, Vividly painted ceilings, Fragmented or deliberately incomplete elements, Large-scale frescoes, Dramatic central projections on an external facade, the use of plaster, stucco, or marble finishing, Illusory effects such as trompe l’oeil, and pear-shaped domes. While beloved by the nobility, the common folk tended to despise the style due to the massive consumption of resources required for even a small building constructed in this style.
